FL 250 wont start

Recently purchase an 82 Fl 250. When purchased rhe pull start was broke. I was told at time of purchase that the gas had water in it recently. The previous owner flushed the old gas and put in new.
I fixed the pull cord however cant get it to start.
It will run with gas in the cylinder and cuts out after a few seconds.
I have cleaned the carb 3 times pulled jets checked float etc. Replaced the spark plug and have good spark. Purchased a compression tester and have 120 psi. The carb seems to be getting gas through the lines every time I remove to clean there is gas in carb. Also have disconnected fuel line and pulled and gas pumps through the lines. Any thoughts anyone has would be greatly appreciated.

Well good news it runs with fuel in cylinder so I'm guessing spark is good. Next try turning kill switch off so engine can't run. Put choke on and pull a bunch of times. Now remove spark plug which should be wet with fuel. If dry it means fuel is not pulling through the carburetor so can't ignite. If you don't have a manuel you can order or download one which may help. Good luck :)
