Have you checked the half moon key in the flywheel? If it's the least bit worn or bent, it will throw the timing off... Also, check exhaust for any blockage.

Flywheel key looked good. Pulled off exhaust lastnight will try with out it later this eveing. If i have compression in cylinder, do i need to do a crankcase pressure check?

Yes... Cylinder compression has nothing to do with an air leak...

Starting fluid can ignite inside the crank case of a two stroke engine and cause very bad things to happen. Poor mixed fuel in the spark plug hole.

To me it kinda sounds like your timing is 180 degrees out of sync. Try rotating the collar under the flywheel 180 degrees because it can fit both ways. This happened to me where I had everything but time was wrong and wouldn't start. As soon as I turned the collar 180 degrees it fired first pull. Tip: clean the contacts every time you are in there.
