What is the compression measured with a gauge? You can probably get a free loaner from an auto parts store just paying a deposit of what one costs.

it has great compression you can feel it when you pull the cord

Is the jetting correct?
The usual 'my two cents' disclaimer applies. :)

The FL250 has a very small recoil spool making it hard to pull over the engine, even has low compression. There is no way that you can tell with your arm the small  difference in compression between an engine that will run well and one that will not. The only thing you would be able to tell is one with no compression. That doesn't mean it has good compression, let alone great compression. If you want other's to spend their time to help you diagnose your problem, you need to put effort in your self. It is difficult enough to diagnose a problem remotely without providing information needed, asked for and within your capabilities to provide.

tested compression 128 but when the motor is idling I can see the gas going to the carb theres an air bubble in the line that seems to just stay in one place. maybe bad fuel pump or not enough pressure from the crankcase

128 is low. Low compression means air is bypassing the piston rings. The fuel pump is operated by the pulses in the crank case as the piston moves up and down. Air leaking past the piston goes into the crankcase reducing the vacuum pulse on that stroke which operates the fuel pump. In other words, low compression also causes reduced fuel flow.

what should the compression be? it idles but when I give it throttle it just bogs and mists gas out of the carb

I didn't realize an FL250 only had 129psi to begin with. An FL350 is 138 and I thought the 250 was similar. It's probably fine.

Misting gas out the carb sounds like it might be flooding out. When did the machine last run good? What has changed since then?
