Odyssey FL350R / Starter problems

Got a problem with my starter, it will throw out but seems to slip inside the pinion? I've fully rebuilt the engine, fitted a breather system to stop oil from getting into the starter ( thanks Randy at odyssey salvage!), and I stripped the starter and cleaned all the oil out of it with contact cleaner, but it still does it. It starts great with the pull start.. but to have the electric starter would be sooo nice. Any thoughts from the tech guru's? Thanks in advance.

G'day all, first time on here for me, so a little background on me and machine. I'm an aussie from Townsville, Australia (don't hold that against me!) I'm a diesel fitter by trade, and fix large mining equipment for a living, experienced in diesel engine overhaul and repair, hydraulics, electrics etc. Unfortunately my weak point is lack of knowledge of  2 stroke petrol engines! machine is a FL350 I have rebuilt. It is a full rebuild, bearings, seals, sleeve (80mm), piston etc. Exhaust standard. New alloy fuel tank gravity fed into carb. Standard 32mm Keihin carb, main jet is 142, don't know what the other one is, forgot to look when I cleaned it up. Mixture is 2 turns out. It starts fine, through mid range ok, but above 3/4 throttle setting it bogs right down. This is in neutral, no load. I havn't taken it for a test drive yet under load. I pulled the plug and its dark and very wet, so I dropped the main to 140, then 138, with the same results. At $15 a jet from honda, I thought I'd ask the experts on here their thoughts? I have heard there may be a speed limiter? Could this be the problem and if so where does receive an rpm input from? It has a switch on the tranny but it looks like it only inhibits starting in gear. Townsville is at sea level, coastal and tropical climate if that helps.
