just bought a 82 fl250 for some reason it wont rev up just idles ive changed cdi, carb and fuel pump.And cked carb to make sure it was opening .and lastly removed exhaust.And it still wont rev

Please explain more....When you mash the throttle,does it bog and die,sputter or what?Have you checked the air box/filter? Is it jetted correctly? What oil/fuel mix are you running?Have you checked the compression?

You can't just remove the exhaust on a 2 stroke. It is part of the tuning of the engine. Other than that, Hoodlum already asked the relevant questions.
