fl350 rear brakes and han brake don't work

ok so here is the problem i have .

My front brakes work well but the rear brakes along with the hand brake don't work. Also the lever at the steering wheel for the rear brake is stuck down toward the steering wheel. This tells me that something is binding. The master cylinder has fluid and has far as i can see has no leaks.

How does the rear brakes work with the hand brake ?
How do i adjust the hand brake ?
Does anyone have any ideas on what this can be ?

Take the steering wheel cover off and check the cables in there...There are a few moving parts inside the cover than could be your problem...Have they worked in the past or is this a new project for you?? The emergency brake is adjusted at the rear caliper....

The parking brake won't affect the lever on the yoke. Meaning if the parking brake is on, it won't make the lever on the yoke not retract. I would look inside the yoke as Hoodlum said. One thing to note is that it the best adjustment for the cables from the yoke to the master cylinder is to have a little pre-load on them. When I first worked on an FL350R, I set my cables up like a clutch cable on a bike with a little play in them. I set them up so the plungers are pressed down a little and get better braking.

I BOUGHT THE ODYSSEY WITH THE BRAKE BROBLEM. I CHECKED THE REAR PADS AND THEY ARE GOOD. HOW DO I ADJUST THE HAND BRAKE ? AND SORRY FOR ALL CAPS..

ALSO I CAND PULL BACK THE BRAKE LEVER FOR THE BRAKES BUT AND I CAN SEE THE CABLE FOR THE REAR BRAKES MOVING.

The parking brake is adjusted by loosening the lock nut on the bolt going into the caliper through the lever on the caliper, adjusting that bolt then tightening the nut.

So you can pull the lever, the cable moves. Does the lever on the master cylinder move? Is there play between the lever on the master cylinder and the plunger? Does the plunger move or is it stuck down?

If the master cylinder is the problem, here is a kit to rebuild it:

the lever on the master cylinder doesn't move so i guess the piston for the rear brakes is stuck and binding ?

If you see the cable moving and the lever on the master cylinder is not moving, then I would look if the cable is broken between the yoke and the master cylinder.
