1983 FL250 Has not ran in over 20 years

:shock:  I finally talked my father into letting me fix this ol girl up.
My question to all the people in here is. Where in the world do I start?
I have cleanned the gas tank out. Changed the spark plug.
Every time I try to start it it fuel fouls the plug.
Ordered a Carburetor rebuild kit.
I am going to also order the fuel pump rebuild kit.
Are there any certain steps I need to take before tring  to crank it after the carb is rebuild.

Also: My father told me ther reason why he quit using it was that it always fouled the plug after a short time of riding it, and he got tired of cleaning and replaceing the plug.

Float level adjustment or needle and seat problems letting too
much gas into the bowl.
The needle and seat set the level in the bowl
just like the toliet tank.
After  ya get all that fixed then you can
fix the origanal prob.
